AI's Resource Hunger Sparks US Community Rebellion: 230+ Groups Demand Data Centre Moratorium

More than 230 organisations, including Greenpeace, Physicians for Social Responsibility, and Food & Water Watch, sent a letter to Congress this week demanding an immediate halt to all new data centre construction until proper regulations protect communities from what they're calling "one of the biggest environmental and social threats of our generation."

If current expansion continues, data centres will consume as much electricity as 30 million households and drain as much water as 18.5 million homes by 2028. Energy demand is projected to nearly triple by 2035, from 40 to 106 gigawatts—with electricity prices already up 13% this year, the sharpest annual jump in a decade.

Residents in states like Virginia, Pennsylvania, and Ohio face electricity bill increases of £14 to £37 monthly just to subsidise grid upgrades for data centres. Detroit protestors rallied against a proposed 1.4 gigawatt facility serving OpenAI and Oracle, citing soaring bills, water scarcity, and increased traffic. In Wisconsin, arrests followed heated debate over an 902 megawatt Stargate project data centre. 

British data centre deployment is accelerating. They currently account for around 2% of Great Britain's electricity demand, but this is forecast to rise to 10-14% by 2035 (Aurora Energy Research / Energy UK). One estimate projects that the growth of UK data centres could add up to 71 TWh of electricity demand over the next 25 years

There's a massive difference between iterating towards useful intelligence and burning through aquifers and gigawatts of energy to generate yet another mediocre chatbot that hallucinates half its answers.

British digital sovereignty sounds sensible until you realise we're bankrupting communities to compete in a race nobody can win. We're importing Silicon Valley's "scale first, apologise later" playbook whilst pretending it's a strategic imperative. It's not meaningful sovereignty when you're copying someone else's mistakes at double speed.

What the world needs is radical transparency: every data centre should publish what they're computing, what measurable value it creates, and who pays the resource cost. If your shiny new data centre can't justify its water and electricity consumption to the families whose bills just jumped by double-digit percentages, morally, they don't deserve utility access.

We need less glossy PR, more accountability, and better performance.

Data centres are becoming the new coal plants of the digital age: vast, resource-hungry, and dropped into communities that never asked for them. In the US, families are seeing their energy bills jump simply to subsidise upgrades for tech giants who can easily afford their own footprint. No one voted for this. Yet the public is paying the price.

This is what happens when nations stop collaborating and start racing. The US, and now the UK, are so afraid of “losing to China” that they’re willing to push their own people towards energy poverty. It’s herd behaviour: everyone is sprinting, but no one can say what we’re running towards.

AI isn’t the villain here. The real danger is a geopolitical arms race that consumes more power and water than communities can give. If we don’t learn to collaborate globally, we risk reaching a point where there’s no stable home left for any of us.

Any AI boom that hikes your energy bills while serving cat videos needs a serious reality check. If data centres are chewing through power like a small country, the business case cannot be “vibes and venture capital”. It has to be hard numbers: productivity gains, tax receipts, real jobs, not just glossy press releases. Right now it feels like “move fast and break things” smashing into the limits of the grid, the water system and people’s patience. Communities and small businesses are effectively subsidising Big Tech infrastructure they did not ask for and may not benefit from. Planning rules need teeth: no new mega centre without a transparent local cost–benefit case, firm limits on impact on local water supplies, and a legal commitment to generate or fund a decent chunk of their own clean energy and sustainable cooling. If they want the land and the grid, they should pay back the community in more than PR.

The incredible part of this story is how ineffective the tech sector is about applying innovative ideas and out of the box thinking beyond their own business and its immediate needs. Why not co-locate data centres with other facilities that need heat - for instance public swimming pools that all face closure over the next decade as power costs climb beyond their continuing feasibility. Water can cool the data centres then be pumped into the swimming pool, offsetting the electricity consumption with a reduction in demand for the recreational facility. Throw in renewable energy generation into the same facility and get a double offset. The tech sector does not accept systemic or societal problems as relevant to them, so they need to be compelled to rather than accommodating their every need to the detriment to everyone else, be they copyright owners, household bill payers or tax payers.

We need to stop pretending every kilowatt poured into a data centre delivers value. It doesn't. I've spent a decade in this industry, and for every AI application curing diseases, there are a thousand generating spam and corporate waffle.

We are witnessing a massive misallocation of resources. We're burning through the grid to power 'solutions' that haven't actually moved the productivity needle. The business case simply isn't there yet. If you have to bankrupt the local water table and hike residents' bills just to keep your chatbot running, your business model is broken.

This is 'move fast and break things' slamming into the laws of physics. But notice who pays for the wreckage? Not the tech giants, it’s communities facing soaring bills. It is privatised profit and socialised pollution.

If these companies want to consume the energy of a small nation, they need to show their working out. Prove it’s worth it. Right now, AI is acting like a parasite on the grid, not a partner.
