If you want a real read on the UK jobs market, look at contracting. For many mid to senior tech roles it has gone from a flexible pressure valve to a high-friction compliance exercise.

IR35 is a big part of that. The risk has shifted onto clients, so the default response is blanket bans, forced umbrella arrangements, or pushing work offshore. That does not show up as unemployment, but it does show up as fewer short-term gigs, slower hiring decisions and less willingness to take on specialist change work.

When firms say they are "pausing" recruitment, they often mean they cannot price the legal and tax exposure. That uncertainty hits SMEs and scale-ups hardest.

A healthier market would make it easier to buy expertise quickly and transparently. Right now, the rules encourage avoidance and stagnation.
