What to make of the Gvt's new EPC consultation?

Some interesting points made/proposals about how the scoring system could be reweighted to put more emphasis on greener heating, and the capacity for smart technology (i.e. meters and tariffs).
As with any Gvt consultation, it's a bit opaque so interested to hear your thoughts about what this could mean for homeowners - how might an EPC rating change if these proposals come to pass? Would we see higher ratings for homes with heat pumps, smart meters, agile tariffs etc, and by contrast would we see lower scores for homes lacking smart meters/tariffs, or who focussed on driving down bills with cheaper-to-run A-rated gas/oil boilers?
