News comment: Only 26% stated their organizations’ employees fully comply with their in-office requirements

I'm doing a story for People Management's online news looking into research from Gartner which reveals that only about one-quarter of HR leaders (26%) stated their organizations’ employees fully comply with their in-office requirements, while nearly half (44%) stated that employees come to the workplace, but not as often as required by the in-office policy.
 

I am looking for comment from an HR perspective about the following:

Why a significant number of employees aren't fully adhering with their companies' in-office requirements/policies?
Why should employees be working in the office?
Do these stats point to a shift in the power dynamic between employers and employees and if so, how?

As an entrepreneur, it has been a challenge over the last several years managing a workforce, and these statistics come as no surprise. Employees are not fully adhering to in-office policies because they have become accustomed to remote work and have experienced the benefits of flexibility and work-life balance.
There are valid reasons for employees to be performing their work at the office, such as building a sense of community and collaboration, developing a strong company culture, and providing the necessary tools, training and resources to perform their job.
The stats suggest a potential shift in the power dynamic between employers and employees, with employees demanding more autonomy and flexibility. Employers should adapt to this new reality by offering more hybrid work options and finding creative ways to maintain productivity and collaboration in a remote work environment.
