e-bike littering - a cause for concern?

E-bikes have been in the news recently with a focus on the dangers of leaving them lying around after a baby lost his finger in one of the gears. 

Have you seen e-bikes lying around in dangerous places? Do you think regulations need to be brought in on where they can be parked and which private companies can rent them?
