Does all home insurance cover flooding?

It may be a well-known thing, but I was talking to someone over the weekend whose entire ground floor flat (not basement) in SW London flooded but she found out too late that her house insurance policy did not cover it. 

Is that relatively normal? Essentially I'm wondering if this is a widespread thing that people aren't aware of until it rains all spring…
