Child Safeguarding initiative - a breakthrough - &nbsp;but deploying it, well that's another matter!As far back as we wish to look,, the main difficulty in child protection has been the inability of the main agencies involved in safeguarding to effectively interact, share data and identify children at risk - &nbsp;for early and effective intervention.&nbsp;Report after report has confirmed this. Moderator Consulting has conducted extensive research on this problem and has identified and further developed a dual technology and administrative process based on a currently deployed artificial technology software suite which can be ‘redeployed’ for child protection identifying children at risk - offering the opportunity for early intervention across all responsible agencies.&nbsp;The Moderator Process, as its termed, is a readily available, proven and stable process - ready to be introduced as of now. Importantly, no software development is necessary.A comprehensive consultation exercise was conducted across the prime agencies involved in child protection to inform agencies of this breakthrough in child protection and to garner support for this unique and innovative development.So you might think ‘let’s get going’ on a pilot’ - without delay! Children's lives are at risk with current arrangements. Well it appears that there are problems. None of the main agencies/charities involved in child protection, when approached with the opportunity to effectively interrelate, one with one another, in a proven process indicated a wish to ‘pick up the baton’ - so to speak. &nbsp;Canvasing for observations on the Moderator Process has led to a pointed non response from most agencies contacted. Not one demurred on the effectiveness of the proposition - just silence!Why? The comprehensive 'non response' to the Moderator Proposition indicates an unwillingness by most agencies to address the fundamental problem in multi agency working &nbsp;i.e. interrelated data sharing processes. Non of the main agencies, are willing to initiate an integrated working process to collate and action on early signals of children at risk. The judgement appears to be that ‘connecting agencies’ is someone else’s responsibility - although multi agency data sharing is recognised as an essential pre-requisite in safeguarding and a suitable solution is available. &nbsp;So what’s the problem? Let’s review the alert_responses from agencies involved with safeguarding. Below, is a limited selection of alert_responses from agencies approached who are intrinsically involved in safeguarding activities.&nbsp; The response from NHSX - the technology arm of the NHS was that moderator was “a great idea” (quote: AI Lab). Other areas involved in safeguarding commented &nbsp;“are we going to have a technical huddle” (then silence!) The Policy and Strategy area responded “really interested in taking this forward with you and will introduce you to the DfE” (Child Protection is the responsibility of the DfES) - then after repeated promises of support - silence.&nbsp; Putting this into context, we are talking about a proven process that will save children’s lives being ignored.&nbsp;Continuing, &nbsp;the NSPCC commented “we would not be best placed to manage a proposition such as this”.&nbsp;The Cabinet Office, a potential entity to facilitate a comprehensive multi-agency response for safeguarding, through their ‘What Works Network’ were contacted. Three of &nbsp;WWN agencies ‘What Works National Adviser’/ &nbsp;‘The Evidence Quarter’ / ‘What Works for Children’s Social Care’ were approached on numerous occasions, Outcome? - nil response from any of the areas - &nbsp;despite being made aware that the main problem for interrelated multi-agency working had been resolved.So, where does this leave matters?Children are continuing to 'fall through the cracks’ and there is no body nor organisation willing to introduce a readily available process that would undoubtedly save children’s lives.&nbsp;This is frankly an unacceptable situation. No agency approached demurred on the need nor effectiveness of the proposal - in fact the overall consensus is that its a great idea, but &nbsp;no agency wants to take the initiative forward.&nbsp;Some thing has to change and the Minister responsible for child protection, Gavin Williamson, will need to grasp the problem ‘by the horns’ to deliver on this unique opportunity to save children's lives - quite literally.&nbsp;
